There is a story called Gyges ring. Its an ancient story mentioned by Plato, he says that man is naturally evil, if you give him power without consequence he will use it to do evil.

He basically argues that man is naturally evil, and that there is a need for government to control man, because without it there would be chaos and man would kill one another.

Human beings act in circumstances that they influence themselves and believe to be in the right.
